Billy Fleming was among the more than 100 former Congressional aides who developed the Indivisible Guide and the follow-up “tool kits” that launched the burgeoning Indivisible movement. Originally from Arkansas, Fleming is a graduate of the University of Arkansas. He later worked as a junior staffer in the White House Domestic Policy Council during President Barack Obama’s first term. Billy currently lives in Philadelphia and is the Research Coordinator of the Ian McHarg Center in the University of Pennsylvania’s School of Design, where he’s completing a Ph.D. in City and Regional Planning.
